GS Writes to Director (HR) for Seeking attention to the Promotion Policy to be Unbiased, Ethical , Transparent and with Justice.


Despite of our several plea for our legitimate demand ,No  fruitful intention of Management was noticed to consider pain of JE cadre  whereas ,We have seen another image of Management giving similar Justice to Executive Cadre  with three consecutive promotion order of JTO- SDE on 8/7/2021,31/12/2021 & 1/2/2022 .

Management has done every possible way to provide them justice by Promoting them in Pre VRS Vacancy Years and Promoted them with a Hefty figure which surpassed the so called sanctioned strength of SDE Cadre i.e 10687.

Unfortunately ,We are not providing these data on our own, It is being provided by your Office in a RTI reply ( BSNL CO-PERS-16(11)/41/2021-DPC dated 27/5/2022 , BSNL CO-PERS-16(11)/41/2021-DPC dated 27/5/2022 , BSNL CO-PERS-16(11)/41/2021-DPC dated 27/5/2022 &  BSNLCO-COMN/16(11)/15/2021-PERS-II Dated 11/03/2022) to our members that unfurled the motive which has sufficient evidence to tarnish the morale of JE cadre ,in fact to the entire Non-Executive Group.

Though such sort of fortune is not applicable to the Non-Executives as per the policy of BSNL. As Per recent notification of JTO LICE depicts this unlawful scenario where JE to JTO promotion has not been considered on pending PRE VRS Vacancies on Previous Vacancy Years ,which is being deliberately skipped .

Living in democratic country and working in a Public Sector Enterprises,Our fundamental right compel us to ask

  • 1)Whether the above demarcation is not a part of Biasedness?
  • 2)How does management demarcates differently in two different Cadre working in a same Organisation?

If so, then why not the same sort of approach is being implemented to the other Cadre like JE and other Non-Executives at the time of Promotions

Without wasting your good office’s Precious time ,SNATTA must remind your good  office that We want justice and that is not to be denied. We expect your humble consideration to the Cadre named JE( strength of 7000 above) waiting for a competitive success with a fair justice for a time of prolonged 12 years to get favorable chance to  promote themselves in JTO.

We expect an Uniform Policy ,to be maintained for all Cadre and the policy to be transparent, fair and justified.

we,junior Engineers,plays very important key role in base level work of BSNL.we face Huge discrimination in BSNL even Hardworking.
Our promotion's vacancies deliberately manipulated.
Our Future will dark in BSNL


What is the fault of JE of those Circle where promotional vacancy is NIL or very less???
Don't ruin our career in name of restructuring......

Any employee joins company with the dream of proper career growth & rightful retirement benefits,but why always BSNL JE's are denied of both career and fianacial benefit ? Why this injustice with us ?

We urge @PMOIndia @CMDBSNL @arvind9963 @DoT_India @AshwiniVaishnaw to solve the Long pending issue of PUNJAB JTO LICE . JEs of Punjab waiting for their promotion since more than 6 years.
